Program Restructuring

2003 National LTC Ombudsman Training Conference

Best Practice on Program Restructuring

Louisiana

Category: Program Management

Project Description:

We restructured the program.  Previously, we had 21 contracted LDEs, 14 of which served only 1 parish (county).  We now have 7 contracted LDEs serving no fewer than 6 parishes.   Precursor activities carried out by previous SLTCOPs included:  (1) separating the funding for the program from other AAA funding so that separate contracts could be let for the service; and (2) eliminating the requirement that AAAs provide or contract for the service.   We used an RFP to select the 7 regional LDEs.

Project Impact:

With one exception, we have full-time coordinators in all regions.  We also have a greater number of full-time ombudsmen in assisting positions.  We have begun focusing on consistency in the delivery of the service and the auxiliary activities.
