Project Description:
Contractual support of Ombudsman
Rule

Indiana
promulgated an administrative rule, effective in May of 2000, which stated that
the State Ombudsman would supervise all Ombudsman-related activities of the
local Ombudsman. Local supervisors
would be responsible for non-ombudsman related supervision, i.e. attendance,
appropriate office behavior, etc.” In
fiscal year 2003-04 language has been written into the contracts with AAAs to
that effect.
Contracts also require that:

Each Local Ombudsman will have a personal or
notebook computer for his/her confidential use with e-mail and Internet access;
·
Each local budget will be no less than the budget
for FY 2000, including local dollars and excluding any additional federal or
state dollars received subsequent to that time;
Moneys not expended in a given FY will be put back into
the Ombudsman budget for the following FY year.
Project Impact:
1.
Having the requirements in contract language will make enforcement
easier;
2.
Having Ombudsman related supervision coming only
from the Office will enhance the effort to have a consistent, state-wide
Program;
3.
(a) Having each Ombudsman with his/her own
computer with confidential access will allow all reports to come to the Office
on disk;
(b) Having
access to e-mail will increase communication;
(c) Having
access to Internet will provide each Local Ombudsman with research materials and
reduce the number of mailings from the Office.
3.
Assuring that monies not expended in a given FY go
back into the program will negate the incentive for local agencies to
inhibit spending in order to put the money into some other program in a
subsequent FY.
