Project Description:

The Office of the State Long-Term Care Ombudsman (OSLTCO) called together a Statewide Ombudsman Workgroup to identify issues and concerns facing the Ombudsman program in California.  The goals for the workgroup are to identify issues and concerns, prioritize these issues, and then assist the OSLTCO in developing a work plan to address these issues.  Representatives on the Workgroup include local Ombudsman program coordinators, AAA directors, and staff of the OSLTCO.  At their first meeting, participants identified forty-eight different issues that were prioritized and placed under several categories.  These categories (in priority ranking) were:  1) Regulations, Standards, Policies, Procedures and Protocols; 2) Systems, Structure and Roles of Ombudsmen; 3) Volunteer Management and Skill Development (Training); 4.1) Expectations of the Ombudsman Program and Unfunded Mandates (Tied for 4th); 4.2) Roles and Relationships of AAAs, Local Programs and Advisory Council (Tied for 4th); 5) Best Practices; 6.1) Educating Others about the Ombudsman Program (Tied for 6th); 6.2) 

Role of Attorney General as Legal Representative of Ombudsman (Tied for 6th); 7) Systemic and Program Management Issues; 8) Issues Related to Coordination with Other Agencies; 9) New Initiatives Impacting the Program; and 10) Legal Issues Impacting the Ombudsman Program.

 

Project Impact:

We hope to develop a clear work plan and goals for the operation and administration of the statewide Ombudsman program.  Our goal is have consistent, standard practices and administration of the program.  The group will have two more meetings;  subsequent smaller work groups will be established to address specific issues and concerns.
