White Paper Issued in Wisconsin, Stirs Public Debate 

George Potaracke, WI SLTCO

On July 7, 2003, George Potaracke, State Ombudsman and Executive Director of the Wisconsin Board on Aging and Long Term Care, issued a public policy discussion paper on nursing homes that explores the unique interests and responsibilities of the three major players in long term care - consumers, the nursing home industry, and state government. Titled "Nursing Homes and Public Policy", the white paper has promoted much public debate. Recommendations include "empower consumers to act as self-advocates" and "Re-focus nursing home care toward rehabilitation and sub acute care...."
