Message from the Assistant Secretary for
Aging, Josefina Carbonell, to AoA Staff, July 31, 2002:
Please join me in congratulating Dr. Margaret
Giannini and Edwin Walker.
The Secretary will announce on Wednesday, July
31st that he has asked Dr. Giannini to lead the new Office on
Disability, created to oversee the coordination, development and implementation
of programs and special initiatives within HHS that impact people with
disabilities. This new office is a part of our Department’s
implementation of the President’s New Freedom Initiative. This is a high
honor for Dr. Giannini, and one for which she is uniquely qualified.
Dr. Giannini has spent many years in leadership
positions in the filed of disability. Formerly, she served as the Deputy
Assistant Chief Medical Director for Rehabilitation and Prosthetics of the
Department of Veterans Affairs and was the first Director of the National
Institute of Handicapped Research, now known as the National Institute of
Disability and Rehabilitation Research.
Please join me in thanking Dr. Giannini for her
service and contributions to the Administration on Aging, and congratulate her
on her appointment by the Secretary. We look forward to forging a new
partnership with Dr. G. and her staff to better serve vulnerable individuals in
communities across the country.
Given the departure of Dr. Giannini, I have
asked Edwin Walker to serve as Deputy Assistant Secretary for Policy and
Programs within AoA. Edwin has extensive experience in the field of
aging, long-term care reform and with the programs administered by AoA.
As the senior executive in AoA, he has served as the key policy and program
official in the agency. Most recently, he has served as the Director of
the Center for Wellness and Community-Based Services, responsible for
administering state, tribal and community-based aging programs.
Prior to joining AoA, he served as the Director
of the Missouri Division of Aging responsible for
administering a comprehensive set of human service programs for older persons
and adults with disabilities. This
included the Older Americans Act; home and community-based care; licensing,
surveying and certifying long-term care facilities; and the investigation of
complaints of abuse, neglect and exploitation. His experience includes
administrative law and rulemaking, policy development and analysis, legislation,
advocacy, planning and evaluation.
