Waxman Briefing on Abuse

NURSING HOME ABUSE BRIEFING/ABUSE ISSUE IN THE NEWS

Congressman Waxman (CA) sponsored a briefing on abuse in nursing homes which included the release of the report "Abuse of Residents is a Major Problem in U.S. Nursing Homes," July 30, 2001. The report "finds that 5,283 nursing homes -- almost one out of every three U.S. Nursing Homes -- were cited for an abuse violation in the two year period" studied, January 99 - January 2001. CNN is covering this issue throughout the day. Waxman has also introduced a bill, the Nursing Home Quality Protection Act of 2001 HR2677 which you can read by going to Waxman's website.

Congresspeople attending the briefing were: Waxman (CA), Carson (OK), Schakowskey(IL). Comments from the Congresspeople included:

- Waxman (CA) stated that "the people who cared for us, deserve better" and stressed that there are many abuse cases that are not known about. "This issue gets me angry," he said, "because as a society we will be judged by how we treat the elderly." Go to http://www.house.gov/waxman/ to see the newly released report and Waxman's testimony

- Carson (OK) explained that now there are 1.5 million people in nursing homes with an increase expected of up to 6.6 million by 2050. In his home state of Oklahoma, he said that a review of death dertificates found that 1,000 resident deaths could have been prevented and that 9 residents died directly from assault.

- Schakowsky (IL) emphasized staffing, citing the study that showed that facilities that staff at a higher level have 60% less violations than other facilities. Go to http://www.house.gov/schakowsky/report.html to see Schakowsky's testimony and the report on Chicago Nursing Homes

Those testifying included:

- a family from Virginia about a case in 1995 that involved repeated physical abuse

- a CNA from Connecticut who reviewed the decline in training and staffing since she began working in the field 19 years ago; and

- the Maryland head of the MFCU, Richard Bartels, who reported an increase in abuse cases handled by his unit from 6-8 two years ago to 20-25 now. He shared five examples of residents being punched, slapped, and verbally abused.
