Program Effectiveness Research

Enhancing the Effectiveness of Local Long Term Care Ombudsman Programs in New York and California

This University of California, San Francisco - Institute for Health & Aging project identifies and examines factors that affect performance of the local LTCOPs in New York State and California in their efforts to protect and improve conditions for residents of long term care facilities.

The two-year, two phase project involves: 1) collecting data from NY and CA local ombudsman telephone survey interviews, secondary data (from the National Ombudsman Reporting System/NORS), and interview data from selected state officials, federal experts and other key informants and 2) disseminating the information and working collaboratively with policymakers and local ombudsman to develop a set of recommendations and a best practices tool kit. This page is part of the project dissemination effort and provides results from two Ombudsman Summits to develop recommendations and to educate and train local ombudsman by NY and CA Ombudsman Associations.

Toolkit

The purpose of this toolkit is to provide information for local Long-term Care Ombudsmen to encourage an exchange of information concerning effective practices and enhance development of approaches to effectively address the needs of the community served by LTCOPs.  The toolkit includes a collection of best-practices addressing ten key topic areas.  Case examples come from programs spanning 19 states.

PARCC Training Curriculum

Post Acute, Rehabilitative, and Convalescent  Care (PARCC) Training Module including history of the project, role of the LLTCOP in advocating for and serving PARCC residents, challenges, recommendations from the summit, conclusions, and useful tools.

The project examines the following issues:

Ø      Quality Issues (Protection of the health, safety, welfare and rights of residents; Elder abuse; Role in end-of-life issues; Coverage of nursing homes and other LTC facilities; Complaint identification, investigation and resolution; Representation of the interests of residents before governmental bodies; Systemic advocacy efforts; Resident and family council formation and functioning).

Ø      Convalescent and Rehabilitation Care (Involvement/role of LTC ombudsman with regard to short-stay patients and convalescent and rehab care; Barriers to access to convalescent and rehab care by short-term and post-acute patients; Types of Medicare and other claimant issues; Training/education needs of LTC ombudsman regarding such care)

Ø      Cultural Competence/Diversity (Staff and volunteer recruitment and training, Community outreach and education, Resident and family education and councils, Complaint resolution).

Ø      Adequacy of Resources (Distribution and utilization of funding, Staff and volunteer sufficiency and training, Legal services, Reporting and communication systems, Successful strategies for maximizing resources, Barriers to obtaining needed resources).

Ø      Organizational Structure/Placement/Autonomy (Organizational location, Conflicts of interest, Ability to represent the interests of residents).

Ø      Relationship/Collaboration and Coordination with Other Agencies (Local AAA, Citizen advocacy groups, SUA, Medicaid, Other regulatory agencies, Legal and rehabilitative services providers).
